Jeffery Hollister was a foster kid who became the sidekick of the costumed hero known as Scowl and took on the mantle after the latter's death. Jeffery also became the ward of Britt Reid Jr. and aided him in his battles until his apparent death.

Jeffery Hollister was an orphan who went to many foster homes and halfway houses but always managed to ran away from all of them. At some point in his young life, Jeffery met Wes and the two quickly became fast friends. Wes got Jeffery out of the foster care system and started to train him to be Moonbeam, the side kick to Wes' alter ego Scowl, defender of Justice. Jeffery became the duo's tactician, and armed with his Moonblaster, Jeffery is a force to be reckoned with. The two continued as partners for about two years.
Against the Hornet[]

Moonbeam vs the Green Hornet
When Scowl got contacted by a little girl who claimed that The Green Hornet killed her parents, the two sprung into action and left for Century City. On the way they stopped an armed robbery,though they ended up causing more damage to the store than the crooks themselves. Once in Century City, they made their H.Q. in a hotel room.
This is where they got a tip on where the Green Hornet would be and they were able to set up an ambush, when they saw the Green Hornet came by, Moonbeam used his Moonblaster to blow up the Hornet's motorcycle. The Green Hornet tried to run away but Moonbeam chased him into a carnival, and mistakenly shot a bystander which gave the Hornet a chance to escape.
Later the Hornet was captured by a police officer and Moonbeam found him when he was already in custody, but the officer gave Moonbeam credit for the capture and Moonbeam didn't correct him. Once Scowl showed up and gave Moonbeam a pat on the back the duo headed back to the their home city, believing they had done a job well done.

Becoming the new Scowl
Jeffery eventually convinced Wes to go back to Century City, because something about their last visit and encounter with the Green Hornet didn't seem to add up. While Jeffery was at the library doing research he realized that someone set them up against the Green Hornet and they owed him an apology, but before he could tell Wes he found that he had already left to fight some criminals, before he could arrive to help his mentor was already shot and killed.
Jeffery then temporary joined the Green Hornet to take down Wes's killers, the Machine Gun Bandits, a gang of robbers who wear clown masks and use the sewers to escape. After enacting revenge Jeffery sneaks away before the Century City Police can send him back to the foster care system.
Jeffery later shows up to shoot Mister Jenson in the back with rubber bullets and save the Green Hornet. After this, Britt took in Jeffery as his ward. He was enrolled at Rockhill Preparatory High School and became part of the Hornet's crime fighting team. At this point he also talked to Clutch about developing some new equipment, giving him top of the line non lethal tech. On his High School he also developed a crush on a girl named London Thompson.
In memory and honor of Scowl, Jeffery dropped his Moonbeam persona and took the mantle, changing his costume and most of his weaponry, however, all this tragedies started to took a toll on Jeff, making him act way more aggressive and ruthless against the criminals, even more so that when he was Moonbeam. Behind the scenes, Jeffery worked with Clutch on a new fully technological suit, going from a prototype to a working model after they got the resources.
Green Hornet 2.0[]
After he started dating with London Thompson, the Hornet's Nest and Britt's mansion was attacked by arms dealer Sergi Gravilov, with the Green Hornet and Kato believed to be dead. Jeffery donned a new technologically advanced suit that Clutch had been working on, dubbing himself Green Hornet 2.0. He took on Sergi and in the process, Sergi's wife Victoria was killed. As Sergei mourned, Jeffery vengefully executed him, not knowing Britt had indeed survived.

The new Green Hornet
As the new Green Hornet, Jeffery continued to kill criminals and villains, believing this to be the only way to truly stop their madness. This attracted a group of villains who claimed the new Hornet "wasn't playing by the rules." They planned to unleash a dirty bomb on the city unless the Hornet killed himself. At this time, Britt returned and helped save the day. When Jeffery started to kill the villains and telling Britt that he was the one true Green Hornet, Britt had Clutch override the suit to take Jeffery down. Jeffery tried to reactivate the suit and in the process fell into the chemicals of the dirty bomb and died.
When the former police scientist Doctor Creepy began resurrecting people as zombies, Jeffery's death body was reanimated inside his armor and he helped lead an army of zombies against Britt and his new team. Thanks to his radioactive tissue he was also more stable than the other zombies and proceeded to kill Pyramid with one of his blasters. He later started to strangle El Gato Rojo until he met up again with Britt and Mulan, Britt talked to him about London to distract him while Mulan decapitated him with a katana, killing Jeffery for good.
