The Sentinel reporter Michael Axford bursts into the office of publisher Britt Reid, demanding to see him. Reid's secretary, Lenore Case, warns him that Britt I'd busy, but the reporter pays her no heed. Axford tells Britt that "a man from Mars...or someplace" just robbed a bank. Moreover, the police were completely powerless to stop the bulletproof creature who has the appearance of a metallic monster. Britt initially thinks that Axford has experienced a psychotic break, but a quick call to the Police Chief confirms his story.
Britt grabs the Sentinel's star reporter, Ed Lowry, and races to the police cordon in hopes of catching a glimpse of the Metallic Monster. However, when they arrive, Sergeant Moran informs them that the villain has escaped. As Britt and Lowry drive away, they witness the Metallic Monster collide with a train, derailing it. The creature wastes no time in Looting the vehicle, beginning with the refrigeration car. While Lowry gets some pictures for the Sentinel, the police once again prove powerless to stop it.
Britt calls Kato and asks him to bring Black Beauty. He then orders Lowry to return to the Sentinel offices and get the pictures of the Metallic Monster developed. The villain continues to steal from the city's wealthiest institutions. As it makes its way to Heffney's Jewelry Store, Britt changes into his Green Hornet attire and sneaks into an excavator. He uses the machine to surprise his enemy and deposit the criminal into an armored police truck. The Metallic Monster is swiftly placed behind bars, but his armor proves both impervious and impossible to move, and its wearer's identity remains a secret. It eventually uses a stick of dynamite, which it had hidden in its armor, to escape from jail and commandeer the Black Beauty from Kato. The Green Hornet clings to the outside of the vehicle, which stops at the metallurgists's laboratory. The Hornet calls Kato and the police, and pon the latter's arrival they question the metallurgists. There appears to not be any concrete evidence against any of the metallurgists, but the Green Hornet notices that one of them has a white spot on their hand, which he correctly deduces as being frostbite from the refrigeration car. The suspect panics and confesses to the crimes, stating that "It was the chance of a lifetime and I took it!" The Green Hornet then makes his escape as the police apprehend the criminal.
Back at the Sentinel's offices, Michael Axford proclaims that the Green Hornet must have been behind the crimes all along. Britt quips that the police got the culprit, the government got the formula to the super-alloy, and the Green Hornet got away.

Meanwhile, at the aforementioned bay, a United States Coast Guard patrol boat spies a fishing trawler helping to fuel a U-boat. The patrol boat signals for help but is shot down by the U-boat.
Back in the City, Grand Duke Dmitro of Tsovark has his ballet rehearsal interrupted by Prince Rudolf, who informs him of the coast guard's interference in the refueling operation. Dmitro, who is secretly a Nazi ally, is infuriated. He devises a plan to invite the most important personnel from the armed forces and diplomatic services to an open house at his ballet theatre, during which he'll burn the building, thereby crippling the United States government and military.
In the meantime, Britt has assigned reporter Michael Axford to track down the spies who placed the phony real estate ad in The Sentinel. Britt is also among the attendees at the open house and, right when the ballet performance segues into a "dance of death," shouts of a fire break out. Kato, Britt's valet and the Green Hornet's crime-fighting partner, notice that a stalled truck is parked against the exit, blocking the attendees inside. He and some nearby taxi workers frantically work to move the vehicle and succeed in the nick of time. Britt and Kato then change into their crime-fighting guises and take their customized car, The Black Beauty, to the site of the U-boat sighting at Branegat Bay.
The crime-fighting duo discover and board the fishing trawler from the beginning of the story. They are quickly apprehended by a guard and taken to the boat's owner, Dmitro. The Grand Duke explains that he is assisting the Nazis in exchange for ascending to Tsovark's throne. Dmitro sentences the heroes to torture, but they easily incapacitate his guards and escape from the boat. The German U-boat which Dmitro had assisted is alarmed by the commotion and sinks the trawler, leaving the Grand Duke stranded at sea. The Green Hornet helps the villain into a rescue boat and Kato lights a signal fire. The crime-fighters flee the scene as the coast guard arrives to apprehend Dmitro.
Later, at The Sentinel offices, Michael Axford relates to Britt how the Grand Duke was actually a Nazi ally. Britt interupts the reporter and hands him a story, the contents of which alarm Axford. Britt explains that the story relates to Axford's latest assignment, and the reporter laments that Britt has handed him a tough assignment.
