Dick Tracy is the main character of the Dick Tracy comic strip, which centers around his adventures as an ace police detective combating crime in an unnamed major city. Tracy heads up the local police department's Major Crimes Unit, where he works with a supporting team including his police partner Same Catchem and fellow officer Lizz Worthington-Grove, under the supervision of Tracy's former partner, Chief Patton.

When Britt Reid, alias the Green Hornet pursued gangster Cyrus Topper to Tracy's city, Britt notified Patton of both the Hornet and Topper's arrival. Patton introduced Tracy to Britt, and the two briefly discussed the situation and Topper's potential motives. Tracy later clashed with the Green Hornet multiple times due to the Hornet's public image of the Hornet as a ruthless crime boss who only takes down other criminals in order to eliminate his competition. Eventually, the Green Hornet, his crime-fighting partner Kato and the Major Crimes Unit both arrive at Mazuma National Bank, where Topper is attempting to extort the Bank's president, Terrence Beatty. A brief battle erupts between the three factions: criminals, detective, and vigilantes, with the Green Hornet eventually using a sleep gas grenade to incapacitate the other two parties. With Topper neutralized, the Green Hornet and Kato return home to Central City, having been preceded there by their ally Lenore Case. When Lenore is spotted driving a spare copy of the Green Hornet's iconic car, the Black Beauty, the local police assume that the Green Hornet has returned to their jurisdiction and notify their counterparts in Dick Tracy's city. When the Major Crimes Unit hears this, Sam Catchem remarks that Tracy caused the Hornet to fly away, and Tracy smiles at the compliment. A later remark by Britt to Kato reveals the truthfulness of Sam's assessment: Britt had Lenore precede them home in order, so that Tracy would believe they were out of his jurisdiction and not attempt to follow or apprehend them, for Britt believes that they would not be able to keep out of jail for long with Dick Tracy on their case.
